Technically there isn’t - at least not explicitly. It could be argued that the authority to declare war also implies the power to revoke that declaration. However I doubt the Founding Fathers had that in mind, since any sensible person would expect a war to end with the surrender of one party or the other. ‘Undeclaring’ war is essentially the same thing as ’suing for peace,’ which is basically the same thing as surrender. And yes, Congress *could* do that, but let’s not kid ourselves about what it really means.]]>
