I obviously do not have sufficient information from the article but here are my red flags: how come a border patrol agent did not see that the visas were only for 1 day?? if he did not know where to look at his prospective daughters' passports, imagine how he checked the other people's paperwork?! also, when you file the paperwork with the immigration, you keep a copy of your signed application in case the service makes a typo in personal information, that's your backup if the service says you lied... Plus, there is a special procedure for foreign adoptions, you go through lots of paperwork both with the state agency and the immigration... If the girls are under 18, they should not be barred to re-enter because under the immigration laws, any illegal time acquired under age of 18 does not count and since the girls did not sign the paperwork, their adoptive parents did, the girls did not commit any fraud/misrepresentation... something is very wrong on both sides of this case...
