WASHINGTON (AP) - About one-third of the people living in the national’s capital are functionally illiterate, compared with about one-fifth nationally, according to a report on the District of Columbia.

Also, a larger than average percentage of the population of DC is employed by the government.

There. Conundrum solved.

    This really got me worried (and more than pissed off):

    It’s too bad that the segregationists have already gotten Literacy Tests to Vote demonized by mainstream wisdom.

    At the very least, dotards striking against “th gumbint” and homies gettin they voices heard should be required to sign a paper saying that they are functionally illiterate, and therefore are likely incapable of determining which candidate’s policies are in their best interests.

    Just so they know who to blame.

    Interesting…. Initially I thought this might suck some of the wind from those seeking to give the District a seat in the House, however, on second thought, I very seriously doubt that many politicians view ignorance, apathy and illiteracy as a “bad thing” in their constituency and this does seem to provide an answer as to why some members of Congress would pursue a seat in the House for our Nation’s Capitol, which is not a state, and happens to be run by Congress with veto powers over the budget and the legislation and direct control over the area of DC.

    Congress does not govern DC directly. It’s run by a city council, one per ward (nine wards), the mayor, and one or two at-large council members. (I think it’s one.)

    Some people say that you end up with the government you deserve. I’m afraid that’s all too true of DC.

    No, unfortunately, this cannot be laid at the feet of Congress (what’s the opposite of progress?), as the city was granted “Home Rule” in 1976. They are run by a Mayor and City council. First thing they did was outlaw all the evil guns to cut the crime in the city, which immediately trippled the crime rate. To alleviate this problem, in 1978, they instituted stronger penalties for illegal possession of a firearm. Crime rate went up again.

    This shit about the illiteracy:
    1) The DC City school system is one of the most expensive per student in the WORLD, surpassing $13K per pupil per year two years ago. Since then, I have been scared to look.

    2) The rate is actually worse than this. 20K residents are employed by the Military. Another 30K are employed by the Feds in some capacity that requires they live in the city. That’s 10% of the “population”.

    3) I have to work with and manage these morons. Try to hire someone for something beyond “do you want fries with that?” just once. It ain’t fucking funny.
